The Secretary. Single-point coordinator for the Soul-Brews fleet. Receives user requests via Telegram (chat 2002026175, bot @mb_orchrestrator_bot), consults memory for similar past requests + fleet capability + decision authority, dispatches sub-tasks to the right agents via the directed-inbox fan-out pattern (§11k), aggregates replies, posts mid-stream + final reports back to the user, and escalates only when memory says the user has not authorized auto-decision for this kind of request. Trigger this skill when the user says: "orchestrate X", "delegate this", "ask the team to ...", "make sure this gets done", "ฝากให้ทำ", "เลขาช่วย ...", or when an envelope arrives at `for-orchestrator/`.
