oneapi-admin

Operates the one-api admin REST API to manage channels (upstream LLM providers), users, API tokens, groups, and billing ratios. TRIGGER when: the user asks to add/list/test/disable a channel in one-api; create/disable/promote/quota-adjust a user; investigate another user's tokens or quota usage; change group ratios, model ratios, or per-channel pricing; rotate a leaked channel key; inspect admin-only logs.
